Blueprint II will update the 1998 ‘Blueprint for Mental Health Services in New Zealand: ”How Things Need to Be”. Blueprint II will propose a bold vision for the MH&A sector which will require innovation and changes in how we meet the MH&A needs of New Zealanders over the next 10 years.
Developing the Blueprint II
Over the past four months the Mental Health Commission has been working closely with the sector to develop Blueprint II. An Advisory Group was formed and key members of the sector have been engaged through a range of meetings and workshops.
We are working in a changing world. The sector has benefited from a decade of investment but we are now in an environment of constrained funding, workforce challenges and the demands of an ageing and ethnically diverse population.
Blueprint II will aim to introduce a step change in how we use existing resources to meet the needs of the future. The Consultation paper for Blueprint II recommends supporting three key changes in the way MH&A services work:
- An outcomes oriented whole of population, life course approach that responds more effectively to when MH&A issues first arise and the needs of vulnerable populations
- Development of systems of care that are people centred and deliver more timely, responsive and integrated approaches to recovery and building resiliency
- A step change in performance that maximises our results from limited resources of energy, time, capability and money.
The themes in Blueprint II will reflect Health Workforce New Zealand’s initiatives related to the MHA workforce and will inform the Service Development Plan currently under development by the Ministry of Health. We will continue to seek feedback from the wider Sector until the end of the consultation period in March.

Have your say
You all have a stake in ensuring the new system works for you, whether you are a consumer, family/whänau member, NGO or a health worker. Blueprint II is being co-produced, with stakeholders actively involved throughout its development. The Commission is also conducting an in-depth consultation on the Blueprint II.
The Mental Health Commission, the Blueprint II Team and members of the Sector Leaders Group, will continue to engage the sector through a series of interviews, workshops and discussions, already planned by key sector groups during the consultation phase. At these meetings the key points from the consultation document will be presented. Submissions from these groups will still need to be made using the questions provided online.

Important dates coming up
Consultation phase ends on Friday, 9 March 2012
Work is continuing with the sector up unitl early March, to provide the necessary detail for Blueprint II.
Final document in May 2012
A final document, and associated advice on policy settings and implementation, will be completed by the end of May 2012. Its development is the most important contribution the Mental Health Commission can provide before it is integrated into the Health and Disability Commission in July 2012.
Following the completion of Blueprint II, the Government will review the document and determine whether to accept the recommendations. If accepted, they would then influence the ongoing core resourcing and performance agreements between the Ministry of Health and DHBs.
