This review was prompted by wide variation in the mental health sector's ability to respond to people whose situation is critical. Essential service delivery practices that appear to be working are identified, along with shortcomings relating to a national direction for crisis services, the Mental Health (Compulsory Assessment and Treatment) Act 1992, professional development and mental health data collection. Produced at the end of the Mental Health Commission's first five years, the report outlines the progress made in that time as well as detailing the changes effected over the previous year. Five supporting goals for implementing the Blueprint for Mental Health Services in New Zealand are identified, and a full report made on the work programme to date. Building on the Pacific sections of the Commission's 1998 Blueprint for Mental Health Services in New Zealand, this paper, intended primarily but not exclusively as a resource for the mental health sector, presents the culmination of work originated by Dr Siale Foliaki with the assistance of the Commission's Pacific People's Advisory Committee (1997-2001) to raise awareness and understanding about key Pacific mental health service and workforce capacity building issues. Topics include Pacific mental health services and workforce development, Pacific perspectives and models of mental health service provision, and resource needs. 70 pages.

Written by a Samoan journalist with mental illness, this paper is based on his and other Samoan, Cook Islands Maori, and one Tahitian person's experiences of what has helped and hindered their recovery as Pacific peoples using New Zealand mental health services. Six of the eight interviewees are New Zealand-born, and ages range from mid 20s to mid 40s.The Appendix discusses recovery from a Pacific perspective. 40 pages.
