Occasional Publications: No 1 (December 1998) - Ethical Research with Mental Health Consumers (PDF, 76kb)
Intended to promote discussion about, and to encourage, non-discriminatory, ethical research in the mental health area, this paper brings together ideas from a variety of contexts, focusing solely on research with mental health consumers. 12 pages.

The Funding Needed to Implement the Blueprint for Mental Health Services in New Zealand (including Appendix 1), December 1998 (PDF, 100kb)
This paper provides an overview of a comparison between the mental health services as outlined in the Blueprint for Mental Health Services in New Zealand (1998) and the services being purchased by the Health Funding Authority (as of 30 June 1998), with recommendations made to the HFA and the Minister of Health. Appendix 1 outlines assumptions made in estimating the resources required to meet the expectations of the National Mental Health Strategy. The report to this point is 21 pages.

Blueprint for Mental Health Services in New Zealand: how things need to be, December 1998 (PDF, 400kb)
This revised document follows on from the Blueprint Working Document, 1997. This Blueprint is a National Mental Health Service Development Plan supporting the Government's strategy, and sets out the kinds and levels of services there need to be for different groups of people, with the focus on a recovery approach. Particular emphasis is given to meeting the mental health needs of Maori, and Pacific peoples. It provides a plan for a well-functioning mental health system, setting out a framework, key parameters, and principles for good service, for providers to assess where further developments are required in their current services and practices. 128 pages.

This, the Mental Health Commission's first annual report, identifies the Commission's strategic goals for its next three years, outlines future plans, reports on the work programme and provides financial statements. 46 pages.

Report of a Review of Consumer Opinion and Family Opinion about Mental Health Services - 1996 to mid-1997, August 1998 (PDF, 74kb)
The review data was drawn from the consumer submissions and family submissions to the Mason Inquiry, late 1995 to February 1996, and from consumer groups, family groups, regional funders, CHEs, and a sample of NGOs seeking information about consumer opinion and family opinion. The review was intended to give a broad understanding of consumer and family experiences and opinions about mental health services, and to identify the areas of most frequent concern, with the aim of incorporating consumers' and families' views into all levels of service planning and development. This report is a summary of the findings, methodology, and conclusions of this review. 29 pages.

Critical Mental Health Services Improvement Report No.1 - Report on the Present State of Clinical Risk Management in Mental Health Services, July 1998 (PDF, 151kb)
In the mental health context, the concept of clinical risk refers to the likelihood of a clinical event occurring such as physical aggression, or unwanted side-effects or outcomes of treatment. The Commission wanted to establish what progress had been made towards meeting recommended risk management and safety in the 22 CHEs that provided adult mental health services. Written strategies, policies and procedures were reviewed to establish findings to inform national initiatives and to provide feedback to CHEs. 44 pages.

Critical Mental Health Services Improvement Report No.2 - Report on the Present State of Discharge Planning in Mental Health Services, July 1998 (PDF, 130kb)
The Commission wanted to establish what progress had been made towards meeting recommended discharge planning processes in the 22 CHEs that provided adult mental health services Written strategies, policies and procedures were reviewed to establish findings to inform national initiatives and to provide feedback to CHEs. 37 pages.

Critical Mental Health Services Improvement Report No.3 - Report on the Promulgation and Use by Crown Health Enterprises of the Privacy Guidance Notes for Mental Health Professionals, July 1998 (PDF, 37kb)
The Commission wanted to know to what extent the 22 CHEs that provided adult mental health services had promoted and used the Guidance Notes for Agencies in the Mental Health Sector (1997), and to discover any problems, issues or concerns identified since their distribution. The report was intended to inform the development of the Commission's monitoring framework regarding the privacy and personal information issue. 13 pages.

Critical Mental Health Services Improvement Report No.4 - Report on the Changes to the Level of Service Provision for People with Co-existing Mental Health and Alcohol and Drug Problems June - December 1997, July 1998 (PDF, 42kb)
Summarising information received from CHEs about their action since June 1997 regarding care for people with both drug and alcohol disorders and mental illness, this report includes: an overview of the level of service provision within CHEs for people with dual diagnosis as at December 1997; an outline of progress made between June and December 1997 in improving delivery for dual diagnosis; and a summary of key issues and areas of concern. 16 pages.

A travel guide - for people on the journeys toward equality respect and rights for people who experience mental illness, 1998
Using seven 'journeys' as analogies, this book explores discrimination in all its forms, and outlines the ideal 'destinations' for the nation, the health sector, laws and practices, public and private organisations, and communities. One section focuses on specific needs of Maori with mental illness. 32 pages


Report of key messages to the Mental Health Commission from hui held February - April 1998 (PDF, 68kb)
The hui, for those directly involved in Maori mental health to have their say, were held 'to assist the Commission find what will make mental health services more effective for Maori' and to contribute further to the Blueprint. Issues are addressed under Kaupapa Maori services, mainstream services, workforce, and funding. The report gives the key messages from the hui to the Commission. 29 pages.

Clinical Accountability Within the Mental Health Sector, March 1998 (PDF, 165kb)
This review was part of the Commission's information gathering to facilitate strategic planning for the national development of mental health services. It includes a literature review, service provider opinion, and service user opinion. Key findings and recommendations are reported, and methodology outlined. 57 pages.
